Arther was standing on his own property outside if his Topeka home when a couple of cops with bad attitudes rolled up on the scene. He was in the wrong place at the wrong time.
Rumor has it that the cops are responding to a 911 hangup – but officers lied about their reasoning for showing up.
This escalated very quickly.
